§ 18-264. License required.

  • (a)

    Requirements. Every person driving a vehicle licensed under the provisions of this article must be licensed as a public passenger chauffeur. Each applicant for a taxicab driver's license shall meet the requirements prescribed by state statute.

    (1)

    Each applicant must be at least 18 years of age to receive a taxicab driver's license in the city.

    (2)

    The city shall not issue any license or permit to any individual proscribed by state statute.

    (b)

    Examination of drivers; denial of application. Each applicant for a taxicab driver's license under the provisions of this chapter shall be examined by the chief of police, or by a person appointed by him, as to his knowledge of the provisions of this chapter, ability to safely handle his vehicle in heavy traffic and the geography of the city.

    (1)

    If the result of such examination is unsatisfactory, or if all of the requirements set for in subsection (a) of this section are not met, or if any false statement is made by the applicant in connection with his application, he shall be refused a license.

    (2)

    The chief of police shall notify the applicant of the denial, and shall by ordinary letter, mail, or notice, personally served by the police department, notify the applicant of the time and place of the hearing in which the police department shall determine and find whether the license shall be denied. The holder of the license shall be given an opportunity to present his defenses to the proposed action at the hearing and may be represented by counsel.

    (c)

    Personal photographs. Each applicant for a taxicab driver's license must file with his application two recent photographs of himself, of a size which may be easily attached to the license, one of which shall be attached to the license when issued, and the other shall be filed together with the application, in the office of the city controller.

    (d)

    Renewals. The renewal of a taxicab driver's license from year to year may be obtained upon the application of the licensee, which shall be endorsed by the chief of police recommending such renewal. A taxicab driver, in applying for a renewal of license, shall make such application upon a form to be supplied by the city controller, which shall be filled out with the full name and address of the applicant, together with a statement of the date upon which his original license was granted and the number thereof.
