§ 2-49. City clerk as clerk of council.

  • (a)

    The city clerk shall be the clerk of the common council. It shall be his duty to keep an accurate journal of the proceedings thereof. He shall keep a proper file of all papers and documents of every kind and character concerning or pertaining to the proceedings of the common council. He shall be the custodian of all ordinances, resolutions, petitions, memorials, and all other papers pertaining to the business of the common council, except when such ordinances, resolutions, petitions, memorials, or other papers are necessarily in the hands of any committee for the consideration of the committee.

    (b)

    When directed by the presiding officer, the clerk shall read the titles of ordinances and resolutions before the council. If requested by any member of the council, the clerk shall read the entire text of such ordinance or resolution. The clerk shall poll the members of the council and shall enter the "yes" and "no" votes on the action of every ordinance and resolution and on all other votes whenever requested by two members.

    (c)

    The clerk shall perform all other duties as required by law.

    (d)

    Order of voting. When polling the members of the council for their vote on any ordinance or resolution, the clerk shall begin by first polling the councilperson in the seat farthest to the right of the presiding officer, and then moving to the next succeeding councilperson, except for the presiding officer who shall vote last. The same order of voting shall be used for each ordinance and resolution.
