§ 2-77. Regular meetings.

  • (a)

    The regular meetings of the common council shall be held in the council chamber at 7:00 p.m. on the first and third Mondays of every month, unless any such regular meeting date falls on a day on which the city hall is closed. In such an event the regular meeting for that date shall be held at 7:00 p.m., on the next day that the city hall is open to the public for business. The president of the council shall have the right, in his discretion, to call a pre-meeting prior to any special or regular scheduled council meeting. In the event that said pre-meeting is called by the president, notice of the same shall be given by noting it on the council agenda, which shall be circulated to the councilmembers prior to the meeting date.

    (b)

    Any regular meeting may be adjourned to a specified day or hour, at which it shall be lawful to transact any business which might have been transacted at the regular meeting of which the adjourned meeting is a continuation. At the adjourned meeting, the council will not be limited to completing particular items of business which had actually been entered on and left unfinished at the regular meeting, unless the order of adjournment of the regular meeting so limits the work of the adjourned meeting.

    (c)

    Any regularly scheduled meeting of the common council may be cancelled or rescheduled by majority vote of its elected members at the next-preceding regular meeting.

    (d)

    Public notice of the date, time, and place of any meetings, executive sessions, or of any rescheduled or reconvened meeting, shall be given at least 48 hours (excluding Saturdays, Sundays, and legal holidays) before the meeting.

    (e)

    Public notice shall be given by the common council by:

    (1)

    Posting a copy of the notice at the principal office of the common council or, if no such office exists, at the building where the meeting is to be held; and

    (2)

    Delivering notice to all news media which delivered by January 1 an annual written request for such notices for the next succeeding calendar year to the common council. The common council shall give notice by one of the following methods:

    a.

    Depositing the notice in the United States mail with postage prepaid.

    b.

    Transmitting the notice by electronic mail.

    c.

    Transmitting the notice by facsimile (fax).
