§ 54-121. Preliminary and primary assessment roll to be prepared after completion of improvement.

  • (a)

    As soon as any contract for the improvement of any street or alley has been completed, it shall be the duty of the committee on streets and alleys together with the city civil engineer to prepare a final estimate and a preliminary or primary assessment roll with the names of property owners and a description of the property abutting on and adjacent to the improvement which is liable to assessment. They shall set opposite each name and description the total assessment, if any, against each piece of property, and file the final estimate and preliminary or primary assessment roll with the city clerk on or before the first regular or special meeting after the contract is completed. If it is impossible for the committee and engineer to complete the final estimate and preliminary or primary assessment for the first regular or special meeting, the common council at the meeting may grant the committee and engineer such further time as in the opinion of the common council may be necessary.

    (b)

    Upon the filing of the final estimate and preliminary or primary assessment roll with the city clerk, the clerk shall present it to the common council for its consideration as a preliminary or primary assessment roll and final estimate, and the common council shall consider it and pass a resolution adopting a final estimate and preliminary or primary assessment roll. The resolution shall also authorize and instruct the city clerk to give the necessary notice to the property owners of a hearing of special benefits on the improvements.
