It is recognized that certain land uses have a legal right to advertise through the
use of on-premises signage, and it is recognized that the city has the legal authority
to present a set of reasonable nonarbitrary, and noncapricious standards in order
to regulate the location, size, type and placement of on-premises signs within the
corporate boundaries of the city, in order to protect the public health, safety and
general welfare; to ensure that on-premises signs are compatible with the particular
zoning district in which they are located; and to ensure that on-premises signs do
not interfere with the safe movement of traffic.
