The residential R-2 district is designed for duplex or two-family units so as to ensure
their proper location in terms of the social and economic requirements of the community,
the need for duplex or two-family units, the effect of two-family units on the value
of adjacent residential areas, and the ability of the city, now and in the future,
to provide the additional services that may be required in duplex or two-family areas.
