§ 10-114. Permit required.

(a)

It shall be unlawful for any person, group of persons to operate or maintain any carnival within the corporate limits of the city, without first obtaining a permit from the board of public works and safety.

(b)

It shall be unlawful for any person to operate or maintain any carnival within two miles of the corporate limits of the city, without first having obtained a permit from the board of public works and safety, provided that this article shall have no effect within the corporate limits of the City of South Bend, Indiana.
