§ 62-147. Wastewater discharge limitations.

  • Except as hereinafter provided, no person shall discharge or cause to be discharged directly or indirectly any of the following described waters or wastes to any public sewer at any time:

    (1)

    Any wastewater having a temperature which will inhibit biological activity in the POTW treatment plant resulting in interference; but in no case, wastewater with a temperature at the introduction into the POTW which exceeds 40 degrees Celsius (104 degrees Fahrenheit).

    (2)

    Any waters or wastes which may contain more than 100 mg/l fat, oil, or grease derived from a mineral or petroleum source as determined by test procedures approved by the EPA and the control authority, or the discharge of any such materials derived from any source which will cause interference, pass through, or excessive accumulations of the same in any part of the POTW.

    (3)

    Gasoline, benzene, naphtha, fuel oil, or other combustible, flammable, or explosive liquid, solid or gas of whatsoever kind or nature having a closed cup flashpoint of less than 140 degrees Fahrenheit or 60 degrees Celsius using the test methods specified in 40 CFR 261.21.

    (4)

    Any garbage that has not been properly shredded.

    (5)

    Any ashes, cinders, sand, mud, straw, shavings, metal, glass, rags, feathers, tar, plastics, dough, wood, paunch manure, garbage, or any other solid or viscous substance with particles greater than one-half-inch in any dimension or any material which can be disposed of as trash or is capable of causing obstruction to the flow in sewers or other interference with the proper operation of the POTW.

    (6)

    Any waters or wastes having a pH lower than 5.0 or higher than 11.0 or having any other corrosive properties capable of causing damage or hazard to sewers, structures, equipment or personnel of the POTW.

    (7)

    Any pollutant, including oxygen-demanding pollutants (BOD, etc.) released in a discharge at a flow rate and/or pollutant concentration which will cause interference with the POTW, or impair a wastewater treatment process, or that would create any hazard in the receiving waters of the POTW, any substance which may cause the POTW's effluent to fail to pass a toxicity test.

    (8)

    All waters or wastes containing CBOD in concentrations greater than 176 mg/l, total suspended solids in concentrations greater than 200 mg/l, phosphorous in concentrations greater than five mg/l, or ammonia-nitrogen in concentrations greater than 25 mg/l on a 24-hour composite sample basis, (or grab sample basis where appropriate) shall be subject to a surcharge. See section 62-183 for surcharge fees.

    (9)

    Any noxious, malodorous or toxic gas or substance capable of creating a public nuisance. Any substance which can cause acute or chronic worker health and safety problems, a hazard to human life, prevents entry into the sewers or POTW for maintenance or repairs or creates a public nuisance.

    (10)

    Any waters or wastes containing metallic ions, or other toxic ions as determined and established from time to time by the board of public works and safety. Chemical constituents shall not exceed the following concentrations for grab or composite samples:

    Arsenic 0.25 mg/l
    Cadmium 1.0 mg/l
    Chromium total 2.5 mg/l
    Chromium (Hexavalent) 0.5 mg/l
    Copper 1.0 mg/l
    Cyanide 1.0 mg/l
    Lead 1.0 mg/l
    Mercury 0.0003 mg/l
    Nickel 1.5 mg/l
    Phenols 35.0 mg/l
    Selenium 1.0 mg/l
    Silver 4.0 mg/l
    Zinc 1.7 mg/l

     

    (11)

    Any waters or wastes containing concentrated acid metallic pickling wastes or plating solution.

    (12)

    Any toxic radioactive wastes or isotopes of such half-life or concentration which may exceed limits set by applicable state and federal regulations.

    (13)

    Any waters or wastes containing TSS, phosphorus, ammonia-nitrogen, or BOD of such character and quantity that unusual operation, maintenance, supervision, attention and expenses would be required to handle such material by the POTW without prior approval of the authority.

    (14)

    Any residuals defined as a hazardous waste under 40 CFR 261.

    (15)

    Any substance with objectionable color not removed in the treatment process, such as, but not limited to, dye wastes, inks and vegetable tanning solutions.

    (16)

    Any polychlorinated biphenyls (PCB's), unless generated by a controlled waste manufacturing process as defined in 40 CFR 761.3(kk), in which case the limit shall be 0.1 mg/l.

    (17)

    Surface active agents (surfactants) in concentrations which cause operational problems with the POTW or which pass through the POTW and cause nuisance foaming in the receiving stream.

    (18)

    Any trucked or hauled pollutants, except at discharge points designated by the POTW.
